Advances in genomics have led to calls for developing population-based preventive genomic sequencing programs with the goal of identifying genetic health risks in adults without known risk factors. One critical issue for minimizing the harms and maximizing the benefits of PGS is determining the kind and degree of control individuals should have over the generation, use, and handling of their genomic information. In this article we examine whether PGS programs should offer individuals the opportunity to selectively opt out of the (...) sequencing or analysis of specific genomic conditions or whether PGS should be implemented using an all-or-nothing panel approach. We conclude that any responsible scale-up of PGS will require a menu approach that may seem impractical to some, but that draws its justification from a rich mix of normative, legal, and practical considerations. Philosophical accounts of moral responsibility are standardly framed by two platitudes. According to them, blame requires the presence of a moral defect in the agent and the absence of excuses. In this chapter, this kind of approach is challenged. It is argued that (a) people sometimes violate moral norms due to performance mistakes, (b) it often appears reasonable to hold them responsible for it, and (c) their mistakes cannot be traced to their moral qualities or to the presence of excuses. Aristotle's Politics is widely recognized as one of the classics of the history of political philosophy, and like every other such masterpiece, it is a work about which there is deep division.

This article reports the results of marketing research that was undertaken as part of an information technology prototype development project. The project was devoted to the creation of a multimedia-based prototype system to provide timely and accurate information from government geographic information databases to government decision makers and the general public in an easy-to-use interactive visual format. The general public (i.e., private citizens, schools, and businesses—society in general) had to be able to access the product via broadband-to-the-home (-business/-school) technology. Because (...) of significant time and budget constraints, a satisficing approach to the marketing research was adopted. This approach led to the definition of several social categories of the general public whose opinions were thought to be critical to the commercial development of the prototype: (a) elementary and secondary education leaders (both technophiles and technophobes), (b) adults with a record as early adopters of information technologies, (c) adults with no previous interest in (or limited experience with) information technologies, and (d) high school students. Six focus groups were defined based on these social categories. The results of the marketing research devoted to information needs of the focus group participants are reported, and implications related to their expectations regarding emerging technologies are discussed. The research suggests that expectations in the portion of the market on which the success of the technologies depend are often inconsistent with the types of technologies that are being developed for that market. Requires signed TDF. ;This thesis proposes that the death of the author is neither a desirable, nor properly attainable goal of criticism, and that the concept of the author remained profoundly active even--and especially--as its disappearance was being articulated. ;As the phrase implies, the death of the author is seen to repeat the Nietzschean deicide. In Barthes, the idea of the author is explicitly connected to that of God, for Foucault and (...) Derrida, to that of the transcendental subject of knowledge. Nowhere, however, is any demonstration forwarded as to why we must conceive author, transcendental subject, and divinity as specifications of the same subject, and therefore implicated in a common closure. Always and everywhere, the death of the author proceeds on the basis of an idealized conception of authorship. ;In practical terms, such are the pressures exerted upon critical discourse by the death of the author that the author is implied from the outset. Barthes will insist that the authorial subject is constituted in and through language, whilst also recommending that we should regard certain authors as "founders of languages". With Foucault, the requisite transindividuality of archaeology is subverted by the absolutely privileged, metahistorical status it bestows upon Nietzsche. Derrida's history of logocentrism denies the author precisely because of the exorbitant recourse it must make to Rousseau as the single systematized instance of an age of logocentric metaphysics. ;The placement of the author reflects the experience of these critics in writing their texts. In Barthes, the return of the author is inseparable from his own autobiographical project; with Foucault, it relates to the rejection of the transcendental detachment of the archaelogist in favour of the engaged subjectivity of the genealogist; in Derrida, authorial reinscription coincides with his attempt to move beyond critical reading toward autobiographical literature. With hindsight, it appears that it is the becoming-author of the critic that is actually at issue. ;However, this revisionary phase has been largely neglected, and Barthes, Foucault and Derrida are continually invoked to underwrite critical resistance to the author. From the Russian Formalists onward, literary theory has shown itself incapable of accommodating authorial subjectivity. As such, the question of the author increasingly presents itself as the question of theory, of its adequacy as a descriptive science of literature and discourse in general. (shrink)

During active vision, the eyes continually scan the visual environment using saccadic scanning movements. This target article presents an information processing model for the control of these movements, with some close parallels to established physiological processes in the oculomotor system. Two separate pathways are concerned with the spatial and the temporal programming of the movement. In the temporal pathway there is spatially distributed coding and the saccade target is selected from a Both pathways descend through a hierarchy of levels, the (...) lower ones operating automatically. Visual onsets have automatic access to the eye control system via the lower levels. Various centres in each pathway are interconnected via reciprocal inhibition. The model accounts for a number of well-established phenomena in target-elicited saccades: the gap effect, express saccades, the remote distractor effect, and the global effect. High-level control of the pathways in tasks such as visual search and reading is discussed; it operates through spatial selection and search selection, which generally combine in an automated way. The model is examined in relation to data from patients with unilateral neglect. (shrink)

A general framework for analysing the effects of variability and the effects of interruptions on foraging is presented. The animal is characterised by its level of energetic reserves, x. We consider behaviour over a period of time [0,T]. A terminal reward function R(x) determines the expected future reproductive success of an animal with reserves x at time T. For any state x at a time in the period, we give the animal a choice between various options and then constrain it (...) to follow a background strategy. The best option is the one that maximizes expected future reproductive success. Using this framework, we show that sensitivity to variability in amount of energy gained is logically distinct from sensitivity to variability in the time at which food is obtained. We also show that incorporating interruptions results in both a preference for variability in time and a preference for a reward followed by a delay as opposed to the same delay before the reward. Cambridge, MA: MIT.) has developed a novel substantial account of innateness based on developmental biology: canalization. The governing thought of (...) this paper is that the notion of the innate, as it re-emerged with the work of Chomsky, is a general notion that applies equally to all biological traits. So, on 22 July 1865, under the title ‘Philosophy and Punch’, did England's premier comic weekly greet the election of J. S. Mill as MP for Westminster. Mill held his seat for only one term, until the general election of 1868, when his Whig-Liberal colleague Robert Wellesley Grosvenor was re-elected, but Mill was replaced by the loser in 1865, the Conservative W. H. Smith, Jr., who, though he never went to sea, became the ruler of the Queen's navy. The reasons (...) for that reversal have engaged the attention of many, including Mill himself; I should like to introduce into the discussion material from an ignored source, the comic weeklies, which took a continued and close look at Mill's behaviour during his parliamentary years. While this evidence generally does not disconfirm earlier judgments—including my own— it does more than merely add to the induction. First, it shows how different political stances led journals to focus on different aspects of Mill's parliamentary career, and to adopt different rhetorical strategies in portraying him in picture and word. Second, it demonstrates how the hardening of party allegiances during the parliament of 1865–68, which accelerated in the preparatory campaigns for the general election of 1868, affected Mill adversely. Third, it suggests strongly that it was not his ‘crotchets’ or ‘whims’, especially women's suffrage and proportional representation, that damaged his chances for re-election, but his advocacy of causes unpopular with the majority of Liberals as well as with Conservatives.
